ACTION ALERT - Water conservation bill, HB4 scheduled to come to the House Floor, Monday April 30th.

HB 4 is scheduled for debate on the House floor on Monday, April 30, with final action on the bill the next day. House members should be urged to vote FOR the bill in the form that it was reported out of committee.

HB 4 represents the major recommendations made by the state Water Conservation Implementation Task Force, a 32-member body with diverse representation that was created by the Legislature in 2003 and appointed by the Texas Water Development Board. HB 4 reflects a consensus reached by the Task Force on key legislative proposals.

HB 4 would create an ongoing state Water Conservation Advisory Council, expand the number of retail water suppliers who must prepare and implement water conservation plans, establish a statewide water conservation public awareness program (something like a “Don’t Mess with Texas” campaign), authorize grants for water conservation to municipalities and other government entities, and promote rainwater harvesting, among other provisions of the bill. These would be important steps forward for conservation.

Water conservation should be our first priority in meeting water supply needs because it is usually the most cost-effective and environmentally sound way of doing so. Please contact your state representative and urge him to vote for HB4.
